Kai Louie passed away peacefully after a long illness at Stafholt Good Samaritan. The former owner of Ocean Bay Restaurant in Blaine, WA, he was a resident of Blaine for 10 years. Kai is survived by his wife Peggy Huang, and son Allan Louie.
