Blaine Police Department reports, May 17-24, 2019

May 17, 3:55 a.m.: An officer took a welfare check request by phone. The reporting party requested officers conduct a welfare check on her friend later in the day. The request was passed along to the following shift.

May 17, 7:04 a.m.: Blaine Police Department officers took a hit and run report in the 8800 block of Goldeneye Lane. A gate to the community was damaged. Officers took photos of the damage, which was estimated at about $10,000. No suspects at this time.

May 17, 11:06 a.m.: Blaine police responded to a reported a parking problem in the 1600 Block of Bayview Avenue. officers located the vehicle referenced in the complaint and contacted the owner who agreed to move it. Officers called the complainant back and left a voicemail with the results.

May 17, 11:21 a.m.: Blaine Police Department officers responded to the 200 block of Martin Street for a suicidal individual. Officers made contact with the individual who wanted to go to the hospital voluntarily. Officers provided him with a ride so he could get the assistance he was requesting.

May 17, 1:39 p.m.: Blaine Officers responded to a report of a lewd act in the 400 Block of H Street where a man had been seen urinating. The investigation determined the man made a valid attempt to conceal his act and had not intended to expose himself. The man left on a bus to Bellingham shortly after officers left the area.

May 17, 9:19 p.m.: Officers responded to a civil matter. The officer informed the reporting party it was a civil matter.

May 18, 2 p.m.: Blaine police were contacted by the Bellingham Police Department regarding a warrant confirmation. Blaine officers located the warrant and faxed a copy to the Whatcom County Jail for service. Blaine Municipal Court was advised.

May 18, 3:52 p.m.: Blaine Police Department officers responded to a reported physical dispute in the 1600 block of Bayview Avenue. Officers arrived and conducted an investigation. A male individual was taken into custody for domestic violence assault.

May 18, 5:10 p.m.: Officers were notified of a parking problem. A commercial vehicle hauler parked blocking a fire hydrant. Officers contacted the driver to remove the vehicle. A parking citation will be sent to the registered owner.

May 18, 2:50 p.m.: Officers responded to the Peace Arch Point of Entry for a Canadian citizen in possession of medication without a prescription. The medications were impounded and the citizen issued a criminal citation and court date. The subject was released back to the custody of CBP and officers cleared with no further actions.

May 18, 3:54 a.m.: An officer confirmed a Blaine warrant for the Washington State Patrol.

May 19, 9 a.m.: A person wanting to go to Canada surrendered their firearm. Officer took the firearm and some ammunition into custody and provided the man a report for his records. The firearm was checked for stolen and the man was checked for any warrants; both returned negative.

May 18, 10:05 p.m.: A person reported a violation of a no contact order from the night before. Officer investigated and will be forwarding charges to the prosecutor for review.

May 19, 1:52 p.m.: During routine patrols Blaine police on viewed a man urinating behind the Blaine Library. Officers placed the man under arrest for lewd act. The man was cited and released with a mandatory criminal court date.

May 19, 9:10 p.m.: Blaine police responded to the 500 block of Cherry Street for a possible burglary attempt. A male was seen jumping the fence to a residence and looking around the area. The man was contacted by police and found to be the property owner who was there to locate the key from the tenants who just moved out and hid the key.

May 20, 12:08 p.m.: Officers responded to a non-injury, non-blocking collision in the 1700 block of H Street. Officers arrived and spoke with the parties on scene, determining the event was accidental. Officers provided an exchange of information and documented the collision.

May 20, 3 p.m.: Blaine police were working traffic enforcement during school hours in the 600 block of H Street and found a vehicle with the registered owner having a driver's status of DWLS 3rd Degree. The officer stopped the vehicle and confirmed the driver of the vehicle was also the registered owner of the vehicle. The man was arrested, cited and released with a mandatory court date.

May 20, 3:44 p.m.: Officer was monitoring fire dispatch and heard they were responding to an area on H Street with a delayed response. Officer arrived and stood by as first responder until the EMT's and Medics arrived.

May 20, 11:37 p.m.: Officers responded to a business alarm. Officers found the business to be secure.

May 21, 10:01 a.m.: On May 21, 2019 at about 10:01 hours officers contacted a citizen at the Blaine Police Department requesting assistance with a vehicle inspection.

May 21, 11:38 p.m.: While Blaine Police Department officers were on a call for service, they were approached by another citizen with the same request for assistance.

May 21, 12:02 p.m.: Blaine Police Department officers responded to the 200 block of Marine Drive for a requested welfare check which evolved into a death investigation. The death was determined to not be suspicious and, after consultation with the medical examiner, the remains were released to an area funeral home.

May 21, 12:33 p.m.: An officer responded to a parking problem. The call was generated several hours before, but not able to be handled due to priority calls. The vehicle was gone when officers arrived.

May 21, 8:20 p.m.: An Officer responded to the Peace Arch Border crossing for a driver with a suspended license. The driver was cited and released.

May 22, 12:01 a.m.: Officers responded to the 300 block of Cherry Street for a report of a vehicle prowl. Officers arrived and determined an unknown individual entered the victim's vehicle over-night and took a pack of batteries from her purse left inside the vehicle. There are no suspects. Officers documented the theft and cleared with no further incident.

May 22, 9:25 a.m.: A parent dropped off a paper at the Blaine Police Department with directions to help officers and aid when contacting their son. Papers were attached to the report. Informational only.

May 22, 12:01 a.m.: Officers were contacted by a Blaine resident regarding her vehicle being prowled. The individual advised her vehicle was prowled in the 1100 block of 4th Street sometime overnight. The suspects took several items from the victim's vehicle. There are no suspects. Officers documented the information and cleared with no further incident.

May 22, 2:46 p.m.: A person repeatedly called 911 demanding a phone call over the last few days. Upon calling the person back they did not report a crime nor did they have any report to file. Officer instructed the person to stop calling 911 unless they have an emergency. Officer gave the person a final warning. If the person continues to call 911 they may be charged with the crime of Abuse of Emergency Response System.

May 22, 6:35 p.m.: An officer responded for a welfare check request from Child Protective Services. The officer found the subject does not live there and relayed the information to Child Protective Services.

May 23, 1:11 a.m.: An officer on patrol noticed a man standing on the H Street overpass of the I-5 freeway. The man was looking over the edge of the railing. Police contacted the man whom admitted to having suicidal thoughts. Police determined the man had been thinking of jumping from the overpass and had taken a substantial step toward doing that by coming to look over the edge. The man was taken to the hospital for an involuntary commitment.

May 23, 8:41 a.m.: Officers took a suspicious activity report at the Blaine Harbor. Per the reporting person, someone had attempted to take her dinghy but was unable to do so.

May 23, 3:10 p.m.: Officers responded to a report of lewd conduct within the area of the Blaine schools. Officers were already in the area working traffic enforcement but were unable to locate the suspect. Officers spoke with the complainant and she was advised to call 911 again if the individual is observed once more.

May 23, 3:29 p.m.: Blaine Police Department responded to the 2500 block of Baldwin Place for an assist agency request made by CPS. Officers arrived and stood by while CPS performed their duties. Once they were done, Officers cleared.

May 24, 2:20 a.m.: Officers responded to an audible business alarm which officers determined to be false.

May 23, 8:27 p.m.: Officers responded to a welfare check and found everything to be fine.

May 24, 3:37 p.m.: An Officer responded to a welfare check request. The officer found a very intoxicated male who was determined to be fine. The person was left in the care of his sober roommate and officers cleared without incident.
