Blaine Police Department reports: August 24-29

August 24, 11:57 a.m.: An employee of a business on Peace Portal called to report a possible transient exhibiting what she believed to be odd behaviors. An officer made contact with the man who was no longer exhibiting the odd behaviors. The man declined assistance but did express his intent to leave town and requested directions. The officer provided the man directions to the south city limits of town. Upon callback request from the reporting person it was learned that an hour or so earlier this same man had walked in through an open back door of the business and was attempting to use their bathroom and charge his phone. If officers contact the man again a trespass will be issued.

August 24, 2:30 p.m.: A resident reported a male known to her was possibly stalking her. Officer took a statement from the victim and contacted the suspect teenage male, as there was reasonable suspicion of stalking. The male denied knowledge of the incident(s) but officer warned him of the severity of implications towards him. The teenager agreed to stay away from the victim even though he was adamant it was not him.

August 24, 5:40 p.m.: Person called to report a mother of an old friend had informed him his friend was threatening to hurt himself. The person has not been able to locate his old friend. Officer spoke with the mother and ex-girlfriend, but no one knows where to find him. Officer will continue to look for the man in order to check his welfare.

August 24, 9:46 p.m.: A person reported a lady was banging on her door and windows to her apartment. Officers arrived and met with the woman and her daughter standing outside the apartment. The woman stated she had been living in the apartment for the past three months, but when she came back from a three-day visit to Seattle she found her belongings were packed into her vehicle and her vehicle parked on the street. Officer spoke with the person who was the tenant of the apartment. She stated the person and her daughter had not been living with her, and her landlord told her to remove her stuff off the property. Officer advised the person trying to get into the apartment she would have to take the tenant to civil court, but for safety reasons she would need to find another place to stay, due to both parties being very mad with each other, and there were young children present.

August 25, 9:36 a.m.: School district employees called for assistance with an out of control juvenile with special needs. The staff members were attempting to restrain the boy, who had disrobed and was out in the front parking lot near the roadway. Officers arrived to find the boy completely out of control, and ultimately had to be placed in four-point restraints for his own protection while officers waited for medics to arrive. Assistance was received from a US Border Patrol agent who responded to the boy’s home to advise his parents of the situation. Officers placed the boy in protective custody, and medics transported the juvenile to the ER for an involuntary mental health hold.

August 25, 11:28 a.m.: A person from outside the city limits called to report a telephone scam. Although the incident occurred outside the city jurisdiction officer documented the incident, as the scammer was using some type of phone for the caller ID to show the “City of Blaine Police Department” and use the number of the department. An officer informed the person they needed to report the incident to the county, but would document the incident so police department staff are aware. This person was wise enough to not provide any information to the caller. People are reminded to not provide personal information over the phone unless they can verify who they are speaking to.

August 25, 2:39 p.m.: A concerned resident called to report threatening phone calls he received regarding possible outstanding criminal citations. An officer spoke to the man, and it was clear this is another phone scam in the area. People are reminded to not provide callers personal information over the phone unless they can verify who they are. In this case the man had a voicemail and did not call the scammer back.

August 25, 4:34 p.m.: An officer was dispatched to a two-car collision in the intersection of Bell Road and Washington Avenue. A person was making a left turn and failed to yield the right of way to an oncoming vehicle. Both vehicles appeared to be a total loss. Fortunately, no one sustained any major injury, but both drivers had complaints of some head pain. Officer assisted in exchange of information for insurance purposes, documented and completed a state collision report, and had both vehicles impounded from the roadway.

August 25, 10:47 p.m.: A person reported kids were riding their bikes in her neighborhood and throwing rocks at houses. An officer was in route to the neighborhood when he located three juveniles on bikes leaving the neighborhood. The trio denied throwing rocks, but admitted to going up to peoples’ houses, knocking on their doors and then taking off. The officer checked the residences and found no damage to the houses. The officer contacted the kid’' parents and had them return to their homes.

August 26, 2:04 a.m.: A person sleeping in a camper outside of a residence called to report that he had awoken to the sound of someone rummaging around the front of the camper. The person got up and checked outside. He found that the battery had been taken from the front of the camper. The battery was located a short distance away near the road. The reporting person was not able to describe a suspect. Officers checked the area but were unable to locate any suspects. Frequent patrol was provided as available for the remainder of the night.

August 26, 8:50 a.m.: Officers were dispatched to a verbal domestic in the 4400 block of H Street. Officers were advised the parties who had been arguing had left in a vehicle together. Officers contacted a witness, but were not able to locate the involved parties.

August 26, 4:50 p.m.: A person called to report she noticed a dog inside a truck barking, and the owner had been gone for about a half hour. Officer checked on the dog and found it was parked in the shade, the windows were down and the dog had a water dish to drink from. It did not appear to be in distress. The interior of the vehicle was not hot.

August 26, 5:50 p.m.: A person called 911 because she was getting kicked out of the place she was staying, but then hung up her phone while she was talking to 911. Officers arrived and met with the woman who said she had been living at the residence for two weeks, but has had a falling out with her roommates so was leaving. The person requested a civil stand by while she collected a few of her things. An officer provided a courtesy escort to her sister’s house where she was going to stay.

August 26, 9:50 p.m.: A resident reported that while her daughter was at home earlier in the day she noticed four male juveniles with skate boards standing by her garage. They then walked through their yard to get to Lincoln Park. Officer advised the woman to have her daughter call the police right away if something like this happens in the future. The woman said they had checked the house and garage and found nothing missing or damaged. Officers attempted to located the four juveniles, but they had already left the area.

August 26, 10:15 p.m.: Officers responded to a report of a physical domestic dispute. A married couple had been arguing, and the argument devolved into a physical confrontation. The wife suffered several injuries. The husband was booked into the Whatcom County Jail.

August 27, 12:25 a.m.: An officer was on routine patrol when he noticed a vehicle turn around quickly in the middle of the road and then come to an abrupt stop in a parking lot near a bank. Officer observed the driver quickly get out of his vehicle and approach a female subject walking down the sidewalk. Officer contacted the pair who identified themselves as a couple who had been in a dating relationship. Both persons said they had been in a verbal argument, and the female subject had left their home to walk around and cool off. The officer determined neither person had been involved in any physical altercation and nothing was damaged during their dispute. The officer cleared with no further incident.

August 27, 1:16 p.m.: U.S. Border Patrol officers contacted a two-year-old child standing alone on the sidewalk at 4th and B Street. The stepfather of the child was located and informed police the toddler had just learned how to unlock the deadbolt on the house and had apparently utilized this skill while the man was in the restroom. The stepfather advised he would purchase a child lock for the deadbolt.

August 27, 1:30 p.m.: Person reported she noticed two men shining a light into her vehicles and then into her neighbor’s vehicle. An officer located the two subjects who were highly intoxicated and were just trying to get home with their flashlight. They both thought they were near their residence, but they were still several blocks away. The officer gave the two subjects a ride home for their safety. The officer determined none of the vehicles they had passed had been broken into.

August 27, 3:45 p.m.: An officer was alerted to a shellfish violation along Marine Drive. The officer contacted an individual in possession of five times the limit of clams. The individual was cited and released with a criminal citation for the shellfish violation.

August 27, 10:04 p.m.: A person parked at a local business reported a man on a bike peering inside of his vehicle. The man immediately left when he discovered the vehicle was occupied. Officers contacted the man regarding a separate issue and identified him. No criminal actions were observed. The man was checked and found to not have any wants or warrants, and officers cleared.

August 28, 7 a.m.: An officer was dispatched to US Customs and Border Protection - Peace Arch for a suspended driver. An officer contacted the Point Roberts resident and issued him a criminal citation for the driving suspension. His vehicle was towed.

August 28, 1:32 p.m.: A resident came to the police department to report the theft of two bean bag chairs from her front porch sometime over the past week. There are no known suspects or witnesses to the theft at this time.

August 28, 12:19 p.m.: An officer spotted a commercial trailer parked on Grant Street in violation of “No Parking” signage. An attempt is being made to contact the local owner to get the trailer moved. If it is not moved in a timely manner it will be cited.

August 28, 12:59 p.m.: Officers responded to the Peace Arch point of entry to assist in a narcotics investigation. Officers impounded several items to be tested in a laboratory, including suspected cocaine the suspect indicated might be laced with fentanyl. Charges will be assigned based on the results of the lab report.

August 28, 2:38 p.m.: Officers were dispatched to a residence for a person who had fallen. An officer arrived and spoke with the resident, who had been helped into bed by family members. The woman stated she was not injured and no injuries were observed. Family stood by for aid to arrive and evaluate.

August 28, 4:09 p.m.: Blaine Police were dispatched to Duty Free America, where a woman wanted to report seeing suspicious activity in the nearby woods. Police spoke to the transient female and determined the woman suffered from mental health issues and was in distress. The woman asked to been seen at the hospital and aid personnel were dispatched to transport. Police remained on scene until aid arrived. The officer also checked the woods before clearing.

August 28, 5:15 p.m.: A parent called Blaine Police for help in locating her missing child. The child was last seen with two friends playing in a nearby yard. Police and Border Patrol searched the area, but the three boys returned home before being contacted by law enforcement. An officer spoke with the boys and reminded them to follow directions from their parents and not leave without asking permission.

August 28, 7:15 p.m.: While in route to Blaine, officers monitoring Whatcom County Sheriff’s Office radio were made aware of a possible DUI on I-5. Further updates indicated the vehicle collided with the median and was partially blocking a lane of travel. Officers were immediately in the area and provided traffic control until state patrol arrived. The suspect had fled on foot southbound on I-5. Officers updated state patrol of the suspect’s description and location. Officers cleared after assistance was no longer needed.

August 28, 9:38 p.m.: WSP requested mutual aid at the truck crossing for a commercial vehicle inspection of a possible unsafe load. Officers are investigating numerous apparent violations.

August 29, 6:24 a.m.: An officer was dispatched to US Customs and Border Protection - Peace Arch for a suspended driver. Contact was made with the Oregon resident who was found to be suspended out of Oregon. The driver was arrested, cited and released for the driving offense, and the vehicle was released to a licensed driver.

August 29, 9:05 a.m.: An officer was dispatched to Whatcom Educational Credit Union for an intrusion alarm. An officer contacted an employee on site who verified that operations were normal. The cause of the alarm was not determined and a false alarm notification form was issued.

August 29, 12:17 p.m.: An out of state police agency requested assistance in contacting a former chaplain from their agency who now lives in our area. A member of their agency is nearing the end of his life and wishes to be in contact with his former chaplain. Although a phone number could not be located, a neighbor of the man was reached, and she graciously agreed to deliver the message to him.

August 29, 12:40 p.m.: During a medical call where aid crews were examining a patient, the manager of the complex entered the residence and took the patient’s dog, claiming to have some right to it. The patient’s caregiver followed the manager, reached over her and took the dog back, also claiming to have some right to the animal. The patient, and owner of the dog, said he wanted his caregiver to have the dog most of the time, but in case he wasn’t available the manager could take it. These situations would only apply if the patient went to the hospital. All parties were warned about civil issues about animals.

August 29, 2:12 p.m.: Blaine Police responded to an abandoned vehicle on the D Street overpass. The vehicle was located and moved out of the way of traffic. The owner returned a short time later and explained that she had run out of gas and gone home to get a gas can. The woman was warned about her failure to notify law enforcement and failure to activate her hazards.

August 29, 2:35 p.m.: An officer observed a semi-trailer parked in a “No Parking” zone on Grant Avenue. Contact was made with the company, and they were advised to immediately move the trailer or face sanctions. The company representative advised he would get the trailer moved within the hour as he would need to contact a driver in Canada to respond.

August 29, 5:10 p.m.: A driver was contacted in the 600 block of H Street and booked on a warrant. Additional charges will sent to the jail to be served on the woman for driving on a suspended license.

August 29, 5:10 p.m.: Two people were contacted by police in the 600 block of H Street. The officer noticed two open alcohol containers and questioned the occupants. Each occupant claimed ownership of one of the open containers, resulting in citations.

August 29, 9:40 p.m.: Officers on patrol observed a loud verbal altercation between a group of people. Officers contacted the group and identified a newly arrived transient as the source of the disturbance. The family the man had been harassing did not wish any further participation and left the area. The man was checked for warrants, none were found, and the man was released with cautions about harassing passing pedestrians.
