Blaine School District receives largely clean audit

The Washington State Auditor’s Office found the Blaine School District noncompliant in time-and-effort requirements, but compliant in all other areas of the accountability and financial audits. 

The area of noncompliance regarded documentation of Special Education grant funding. 

The district was found to have improper documentation of time-and-effort requirements for six employees, for whom total compensation costs amounted to $398,208, paid with program funding. BSD provided appropriate evidence of the employees’ work during the audit, which resolved the audit office’s concerns. 

“In a nutshell, the form that was used to report it was the incorrect form,” Blaine Superintendent Dan Chaplik said at the Monday school board meeting. “The financial data was correct. There (were) no inaccuracies.” 

In the report, BSD said that in order to assure compliance moving forward, Director of Finance Lynn VanBuskirk will have primary responsibility for the corrective actions. This includes collecting proper documentation, applying systems to track compliance and ensuring staff is adequately trained. 

Blaine School Board shared the final audit report for the accountability audit from Sept. 1, 2023, through Aug. 31, 2025, and the financial audit from Sept. 1, 2024, through Aug. 31, 2025, at the board meeting. 

The next audit will be performed in 2027.
