The City of Blaine is seeking feedback on a conditional use permit that would allow an oil change shop to be built behind the Roadrunner Express Car Wash. Comments are due ahead of the Blaine Hearing Examiner’s application review on Tuesday, March 3.
Valvoline Instant Oil Change has planned a 1,460-square-foot auto repair facility offering oil changes and other services at 832 Grant Ave, next to the Pacific Highway truck crossing. The building could be constructed as soon as this summer, bringing about 10 new jobs to the city, according to planning documents.
City staff reviewed the project’s State Environmental Policy Act (SEPA) checklist last November. Project coordinators stated the area was a flat to gently sloping in the southwest direction, and the handling of oil would follow state requirements.
Written testimony, which opened Feb. 18, will be accepted until 4:30 p.m. Monday, March 2.
The Blaine Hearing Examiner will hold a public hearing at 2 p.m. March 3 remotely via Microsoft Teams. Additional comments may be made at the hearing. The hearing examiner will make a final decision on the permit.
