Ok I'll say it. Before you spend $675,000 tax dollars shouldn't the library have determined this gorgeous historic house wasn't a good fit? Talk about government waste. So now the owners who sold in good faith get to watch this house be abandoned? I've lived in small towns with libraries in a home. It's doable but I suspect the library wants shiny over priced and new and this home will be destroyed towards that goal. So sad the owners were mislead by the incompetence of the government to follow through with a project.
