A Blaine man has been arrested for a hit-and-run in Bellingham Monday evening.

Rory James Zapien, 24, has been booked into Whatcom County Jail after allegedly striking a cyclist with his car. Zapien has been charged with hit and run, vehicular assault and third-degree driving with a suspended license. Bail has yet to be posted. Zapien is being tested for drugs and alcohol, but the results have yet to come back, said Bellingham police Lt. Bob Vander Yacht.

Zapien allegedly struck the cyclist at 5:30 p.m. According to police reports, two passengers in Zapien’s car fled the scene after the accident. Zapien attempted to leave the scene despite having two flat tires from hitting the curb during the accident. Police picked Zapien up in an East Orchard Road parking lot.

The cyclist was taken to PeaceHealth St. Joseph Medical Center. At press time, there was no information regarding the victim’s identity or condition.

Zapien was previously booked by the Whatcom County Sherriff’s Office in November 2012 for possession of a controlled substance and third-degree driving with a suspended license.
