Horse-drawn carriages could be allowed on a stretch of Birch Bay Drive if  Whatcom County Council approves code changes proposed by district three council members Barbara Brenner and Carl Weimer.

Council will hold a public hearing and vote on the proposal changes at its regular May 24 meeting. Horses are currently not allowed on Birch Bay Drive from Point Whitehorn to Shintaffer roads between May 1 and September 30.

The proposed changes will allow horse-drawn carriages on Birch Bay Drive between Alderson and Harborview roads.
Carriage operators will need to obtain an operations plan approved by the county sheriff’s office. The plan must describe the carriage to be used, days and hours of operation, proposed routes and stops, how manure will be collected and how animal welfare will be considered, among other requirements.

Horse-drawn carriage rides were allowed on the drive last summer. For a PDF of the bill on which the council will vote, click here.
