Goodwin appointed to new position

Whatcom County planner and Blaine resident Sylvia Goodwin is leaving her county position and joining the port of Bellingham as their new director of planning.

Goodwin’s last day with the county was April 8 and she started Monday with the port.

Her former boss, county planning and development director Hal Hart, said he would miss Goodwin’s expertise. “It’s hard to lose someone with such great institutional memory,” he said. Goodwin had been a county employee for eight years. However, he said, she would be working on important planning efforts for the port, such as the development of the port’s downtown Bellingham property. “It’s an exciting opportunity,” he said.

With Goodwin’s departure Hart said the county would do a little restructuring, putting the job opening out for an assistant director position. “Ninety percent of the job will still be long-range planning but it will have some overall responsibility to look at the permit system and some strategic aspects of managing the system,” he said, as part of an ongoing revision of the county’s permit system aimed at keeping up with rising growth rates. In the interim senior planners will be rotated in as acting supervisor.
