Zoning review starts with hearing

The Blaine planning commission will begin reviewing the first phase of a two-year review of city zoning and land use regulations tonight.

City planners have been chewing on Titles 16 and 17 of the Blaine municipal code, trying to untangle what community planner Russell Nelson describes as �outdated, conflicting, overlapping and poorly constructed� regulations.

A public hearing, set for 7 p.m. March 28 at city hall, will hear public input on the first proposed changes. �It�s looking at the nuts and bolts of what staff do when they look at adopting new regulations and how they are administered,� Nelson said. �Later on we�ll get into the more meaty issues.�

Further phases of the review will look at the city�s land use code, comprehensive plan and zoning map and how land use laws are enforced. There will be public hearings throughout the five phase review, scheduled to end in fall 2004..
