Brothers Construction Company over seven other bidders
for the first phase of construction mandated last May

guard impact on border waits remain unclear U.S.
Attorney General John Ashcroft announced Sunday that
419 National Guard soldiers will be mobilized to man
the northern border. With details still fuzzy about
their role and how they will be deployed, there is concern
their arrival could spell longer, not shorter, waits
